Last Wednesday, Feb. 15, 2012 was one of the most embarrassing. Most racing fans were talking about the integrity and credibility of the horse racing industry. Not to mention are the fair dividends due them, inconvenience and most especially the morale duties of the racing officials.

May I know please, what is your one strike policy?
Please allow me to bring this to your attention. When the starting gates opened for Race No. 3 last Feb 15, 2012, Wednesday (night racing) at the San Lazaro Leisure Park, it should have declared a “no-race” or “void” because of the false start.
The incident should have been prevented. Corresponding investigation as well as disciplinary actions should be made by your honorable office.
1. Chapter 1 SECTION 2.1 The PHILRACOM shall enforce all laws, decrees, directives, executive orders, and letters of instructions relating to horseracing; to supervise all race meetings to assure the integrity of the races at all times, and to order the suspension and/or cancellation;
2. Chapter 1 SECTION 3.2 EXECUTIVE DIRECTOR shall have overall supervision over every aspect of the conduct of horse racing. Those who are directly involved in the conduct of horse racing shall be under his immediate supervision.
3. DIVIDENDS – The winning chances of the bettors who pay the salaries of the racing officials do not get their fair share in the dividends. For your information
Daily Double Race 2 and 3. Combination 6-ALL pays P7.50 ??
Extra Double Race 1 and 3. Combination 10-ALL pays P12.00 ??
Daily Double plus 1 Race 1,2 and 3. Combination 10-6-ALL pays P12.60 ??
Sir, my question is, why are the dividends all the same when their odds ARE NOT THE SAME? You have been in the industry for several years and I know for sure that you know how to distinguish between a “liyamado and a dehado”. If a favorite wins, the return of your investment will be smaller but if the winner is less favored or lightly-regarded (dehado), you expect a much bigger return of your investment.
4. Chapter 2 PR 17- RACE CALLER. Among the duties of the race caller is to announce in detail the progression of the race; to observe at all times proper decorum in the conduct and discharge of his duties and functions; to announce and disseminate all other information and discharge other acts as may be required by the PHILRACOM, Board of Stewards or the Club.
Sir, my question is, did the race caller ever mentioned that the race was a “false start” when all of the runners where about to approach BEFORE the judge’s stand? Instead, what happens is that the jockeys did not pull-up their mounts and cool down their horses. If it was a “false start” the Board of Stewards will order all the runners to return to the starting post again. Unfortunately, all the runners in Race 3 completed the course with horse #1 Hot, and horse #2 Foreign Minister crossing the wire, first and second respectively.
5. The RACING MANAGER shall assure to the PHILRACOM that its facilities are kept and maintained in good and safe condition. He shall have supervision over all race facilities and devices. Before the start of the first race of the day, the Racing Manager, or in his absence, the Assistant Racing Manager, shall see to it that all equipments, facilities and other requirements have been fully examined and are found to be in good condition. The Racing Manager will thereafter issue his certification that ALL the equipments, facilities and other requirements are in good condition, per his visual examination. Failure to comply with the provisions of the rules and regulations, or for any misrepresentations and false certification, the Racing Manager shall be punished by a fine and/or by the suspension or revocation of his license.
6. The BOARD OF STEWARDS, besides imposing the penalties against erring jockeys, trainers, horse owners and their horses, track officials and employees and other personnels, they also give orders to the starters. By reason of a bad start, the board of stewards has the power to annul any race and considered it as “void” or “no race” at all. The Board of Stewards may declare a race void in any case when the start has been affected due to a faulty action of the starting stalls. If it was a “false start” the Board of Stewards will order all the runners to return to the starting post again.
Sir, my question is, did they press the button of the warning siren to signal or to alert the riders that it was a false start? The sounds of the warning siren will alert the riders or the jockeys to pull-up their mounts and return to the starting post again.
7. Chapter 2 PR 12A - CLUB STARTER, To immediately notify the Board of Stewards in case of a false start or any untoward incident that may warrant the annulment of the start.
Sir, my question is, did the Starter make use of the recall flag (in case there is)? The Starter or the Board of Stewards, by all means will have to make use of them or the warning siren to signal that the race has been declared as a false start and to order the riders or jockeys to return to the starting post again.
8. Chapter 2 PR 3- CLUB FACILITIES AND EQUIPMENT - Racing Club shall provide well-maintained Starting gate apparatus for use during official races.
Sir, is there a need to install a flashing RED LIGHT, visible to the jockeys, so that they will be alerted that the race is a false start?
9. Chapter 5 PR 63. MALFUNCTION OF THE STARTING GATE
If the starting gate apparatus fails to function, the race shall be suspended temporarily for a reasonable and permissible period for repairs as determined by the PHILRACOM and the Board of Stewards. However, if the necessary repairs will take considerable length of time in such a way that it will affect and disrupt the schedule of races for that day, the Board of Stewards, with the approval of the PHILRACOM, shall cancel the races for that day.
Whenever races are cancelled by the Board of Stewards, the PHILRACOM shall investigate the Racing Club concerned and, if found negligent, shall be assessed a fine based on the number of races that have been cancelled.
The Racing Club shall refund all the expenses incurred by the horse owners affected by the cancellation of the race (trailer fee, inscription and declaration fees). Failure of more than two (2) gates to open simultaneously with the other gate shall warrant a declaration of a false start. In such case, the Board of Stewards may order a re-start if possible (i.e., no entries reached the half mile marker) or cancellation or rescheduling of the race to a later date. The PHILRACOM shall determine the fine to be imposed on the Club for the gate malfunction.
10. The BROADCASTING PANEL, the racing fans should be given more time to see the frontal shots of the camera. It was only shown once. The broadcasting panel should require or instruct their director for the viewing pleasures of the general public. Not only once but thrice.
11. The JOCKEYS. You should summon the jockeys (Race 3) and ask their opinions as well as their observations regarding the race. Were they able to hear the warning siren?
If I may add please, the BOARD OF JUDGES spends a lot of time in making their final decision whenever there is a photo finish. Are you satisfied about the pictures of the photo finish? Besides being clear, there should be a mirror image so that the racing fans can also render their own judgement as to the outcome of the race
I hope all of this will help you when you conduct an investigation. Corresponding disciplinary actions should be made by your honorable office to preserve the integrity and credibility of the horse racing industry..

Sir, when you watch the video footages, please pay attention to the following post positions when the starting gates opened. No. 3 Limbo’s Pet, No. 7 Speed Admiral, No. 10 Sexy Eyes, No. 12 Chinoi and No. 13 which being occupied by Horse No. 11a The Real Thing (coupled entry of Horse No. 11 Coast to Coast).
With my observation, race no. 3 is considered as a false start already. What I’m trying to point out is while you’re watching the video, did you ever hear from the audio about the words “It’s a false start”. If I can still recall
“Racing just started Speed Admiral break quickly at the start
Then Down on the inside is Foreign Minister
Rushing up on the outside is Jade and Diamond
Hot comes next then followed by Shining Crown Coast to Coast
Then next on line is Sexy Eyes Flight on Time then down on the inside is Royal Fair
Limbo’s Pet comes next then on the outside is The Real Thing
Dark Hero second last while Chinoi is the early trailer by about 14 lengths off the leader
At this moment all the runners went past the half mile pole already.
“And they are now entering the homestretch
Two runners now matching their strides together
Hot moving up now on the outside
And now saying it’s my turn to take the lead
Running by the rail is Foreign Minister
With about 100 and 50 meters more to run
Hot Foreign Minister down on the inside
Hot Foreign Minister Hot followed by Foreign Minister
And finally hot foreign minister speed admiral coast to coast then comes no.10 sexy eyes and dark hero for your super six”
In short, all the runners ran the full distance of the race. “False start” was never mentioned nor heard in the audio. What about the “warning siren”, was it heard by the jockeys?

Will there be any sanctions? How come all the runners completed the course if they heard the sounds of the warning siren including the flashing red light? Suppose the racing club consulted the Games and Amusement Board regarding the dividends, how come the dividends were ALL THE SAME when their ODDS ARE NOT THE SAME?

RACING CLUBS: THEIR OFFICIALS, QUALIFICATIONS, POWERS AND DUTIES
PR 3- CLUB FACILITIES AND EQUIPMENT
Racing Club shall provide the following;
1. Well-maintained Starting gate apparatus for use during official races;
2. A centralized communication system with loud speakers controlled by the Board of Stewards connecting all outposts, towers, totalizator control rooms, ticket sales division room, PHILRACOM box, starting gate, public announcer, clinic, jockeys’ quarters, broadcast control room and the saddling paddock;
3. Sirens and /or other devices controlled by the Board of Stewards to announce any race protest, inquiry, or annulment of races;
4. Such other facilities, devices, instruments required by law or by the PHILRACOM in order to raise public confidence in the sport and to minimize infractions in the Rules and Regulations of Racing.
PR 4.-RACING CLUB OFFICIALS AND PERSONNEL
How come that the broadcasting panel was not included from the list? Their role is to disemminate informations to increase public awareness during the conduct of the race.
PR4.A-RACING MANAGER and PR 4.C-ASSISTANT RACING MANAGER
To have supervision over all racing facilities and devices and to ensure that these have been fully examined and in good condition prior to the start of the first race.
PR 5- BOARD OF STEWARDS
The Board of Steward shall have supervision and control over the conduct of race during race days. The Board of Stewards shall be composed of the Chairman and four members who shall be licensed and accredited by the PHILRACOM.
PR 5.D-DUTIES AND POWERS OF THE STEWARDS- The Board of Stewards shall have the following duties and powers;
To annul any race before horses have reached the finish line by reason of a bad start or any other incident that may warrant such action.
PR 12.A-DUTIES AND FUNCTIONS OF THE CLUB STARTER and PR 12.B- ASSISTANT CLUB STARTER
1. To immediately notify the Board of Stewards in case of a false start or any untoward incident that may warrant the annulment of the start;
2. To give all orders necessary for securing or effecting a good start;
PR 17.A- DUTIES AND FUNCTIONS OF THE RACE CALLER
1. To announce in detail the progression of the race;
2. To observe at all times proper decorum in the conduct and discharge of his duties and functions;
3. To announce and disseminate all other information and discharge other acts as may be required by the PHILRACOM, Board of Stewards or the Club.
PR 18.A- DUTIES AND FUNCTIONS OF THE STARTING GATE HELPERS
1. To assist in the loading of entries into their respective stalls of the starting gate apparatus;
2. To handle only horses that has been numerically assigned to them.

This refers to your observation letter of 16 February 2012, posted on our Forum re : False Start, Race No. 3, February 15, 2012 at the SLLBP.
We would like to inform you that the above matter was immediately investigated by the Commission last February 16 and 17, 2012 and was resolved in our Board meeting held last February 22, 2012. It was established in our investigations that the San Lazaro Leisure and Business Park Management (SLLBP) failed to comply with what is required under the provisions of the Rules and Regulations on Horse Racing and its franchise under RA No. 8407. Consequently, for their non-compliance, the maximum fine or penalty was imposed to the SLLBP.
However, on the matter involving the dividends for the above subject race, the Commission already forwarded the case to the Games and Amusements Board
for appropriate action as it has something to do with “betting aspect” which is not in the ambit of our jurisdictions.
We express our appreciation on your constant vigilance. Rest assured that your relentless observations and suggestions will be considered as viable inputs to the continuous improvement the Commission is applying in the local horseracing industry.

Your honors Sir,
Please allow me to take this opportunity by thanking you. It was a pleasure communicating with you. This website of yours www.philracom.gov.ph will serve as one of the best venues. It is a highway both here and overseas. A good avenue to those who support this industry as well as those aspiring people who would like to invest, and can keep abreast as evidence from the new horse owners who has the passion. New horses were starting to race also.
The handicapping system should be studied thoroughly to make horse racing more exciting. It is the level at which a horse can compete competitively so that the investors can recover their capital.
I do hope that the incident regarding the "embarrassing false start" will be the last. Applicants who are aspiring to become a racing official should be properly screened before granting a license.
