RESOLUTION NO. 35-11
SERIES OF 2011
WHEREAS, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over all aspects of the conduct of horse racing including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes, and the security of racing as provided for by the Presidential Decree No. 420;
WHEREAS, pursuant to the said mandate, the Philracom issued a set of rules codified and called as the Rules and Regulations on Horse Racing;
WHEREAS, the said Rules and Regulations on Horse Racing provide that the Racing Clubs should have a Club Veterinarian (PR 11) and Assistant Club Veterinarian (PR 11-A) whose qualifications should conform to the requirements prescribed under PR 11-B (Requirements for Club and Assistant Club Veterinarians);
WHEREAS, the Philracom Board of Commissioners has determined that there is a necessity for the Racing Clubs to have a resident veterinarian who would be available to attend to the needs of the horses at their stables during non-racing days;
WHEREAS, the Club Resident Veterinarian should be Board Certified and duly licensed by the Philracom to practice their profession within the Club premises;
WHEREAS, the Club Resident Veterinarian shall have the following duties:
- 1.To be present in the racetracks during morning work-out together with the horse identifier to identify and determine lames horses.
- 2.To make a daily report regarding lame horses to be submitted to the PHILRACOM with copies furnished to Racing Club Managers and Handicappers as well as the Philippine Race Horse Trainers Association, Inc. The report shall serve as the basis of the Racing Club in delisting the said horses from the roster of declared entries.
- 3.To issue clearances to horses that were delisted from the declaration but were examined later and found fir to race.
- 4.To render veterinary services to horses stabled at the Racing Club.
- 5.To help in the monitoring of infectious diseases of horse within the Club.
- 6.To perform such other acts connected with or related to his job as required by the PHILRACOM or the Racing Club.
WHEREAS, the Philracom Board of Commissioners has decided to amend the aforesaid provisions of the Rules and Regulations on Horse Racing relating to Club Veterinarians;
NOW THEREFORE, it BE RESOLVED, as it is hereby RESOLVED, that PR 11.B of the Rules and Regulations on Horse Racing be amended to read as follows:
PR. 11.B. CLUB RESIDENT VETERINARIAN
- 1.To be present in the racetracks during morning work-out together with the horse identifier to identify and determine lames horses.

RESOLVED FURTHER, that the existing PR 11-B on the Requirements for Club and Assistant Club Veterinarian shall be moved to become PR 11-C and it shall now read as:
PR 11-C. REQUIREMENTS FOR CLUB, ASSISTANT CLUB AND RESIDENT VETERINARIANS
- 5.To help in the monitoring of infectious diseases of horse within the Club.
RESOLVED FURTHER, that a copy of this resolution be published in the Official Gazette and the Kopya and be furnished the Racing Clubs for their proper guidance and implementation.
