Resolution No. 36-11.Reduction of Races Amended

Excerpts from the minutes of the meeting of the Board of the Philippine Racing Commission (Philracom) held on 1st of December 2011 at 4th Floor Electra House Bldg., Esteban St., Makati City.

RESOLUTION NO. 36-11
SERIES OF 2011

WHEREAS, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over the conduct of horse racing including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes and the security of racing as provided under PD No. 420;

WHEREAS, in accordance with the said mandate, the Philracom has the inherent power to reduce the existing race days and races consistent with PR 50-A of Chapter 5 of the Rules and Regulations on Horse Racing on "Requirements and Prohibitions During Races";

WHEREAS, the Philracom, upon the initiative of its Chairman, conducted Industry Stakeholders' meeting wherein it was agreed upon by the majority of the attendees that the race days be reduced from the existing six (6) days to five (5) days;

WHEREAS, it was previously agreed upon that a trial period wherein racing days will be reduced shall be held on the racing weeks of:

Week 1 – Jan. 25 to 29, Tuesday Jan. 24 (NRD)

Week 2 – Feb. 1 to Feb. 5, Tues. Jan. 31 (NRD)

Week 3 – Feb. 8 to Feb. 12, Feb. 7 (NRD)

Week 4 – Feb. 15 to Feb. 19, Feb. 14 (NRD)

Week 5 – Mar 21 to Mar 25, Mar 20 (NRD)

Week 6 – Mar 28 to Apr 1, Mar 27 (NRD)

Week 7 – Apr 11 to Apr 15, Apr 10 (NRD)

Week 8 – Apr 18 to Apr 22, Apr 17 (NRD)

(NRD – non-racing day)

WHEREAS, subsequent developments, however, showed that based on records there are greater number of horses that participate during Tuesdays than Thursdays which data are confirmed by the Handicapping Committee of the Philracom;

WHEREAS, during the sectoral meeting held recently by the Philracom, the concerted clamor of the sectors of the industry suggests that there are increased participants on Tuesdays than Thursdays;

WHEREAS, due to the aforesaid predicament, the above-mentioned "trial period" schedule of racing should be amended as follows:

Week 1 – Jan. 24 to 29, Thursday Jan. 26 (NRD)

Week 2 – Jan. 31 to Feb. 5, Thursday Feb. 2 (NRD)

Week 3 – Feb. 7 to Feb. 12, Feb. 9 Thursday (NRD)

Week 4 – Feb. 14 to Feb. 19, Feb. 16 Thursday (NRD)

Week 5 – Mar 20 to Mar 25, Mar 22, Thursday (NRD)

Week 6 – Mar 27 to Apr 1, Mar 29, Thursday (NRD)

Week 7 – Apr 10 to Apr 15, Apr 12, Thursday (NRD)

Week 8 – Apr 17 to Apr 22, Apr 19, Thursday (NRD)

WHEREAS, in view of the said developments necessitating the amendment of the previous schedule, the above-stated reduction of race days and number of races stated in the immediately preceeding paragraph will still be conducted on a "trial period" and will serve as basis of race days and race number beneficial to the industry;

NOW THEREFORE, BE IT RESOLVED, as it is hereby RESOLVED, that the existing race days of the racing clubs be reduced from six (6) days to five (5) days per week on these racing weeks specified as "trial period";

RESOLVED FURTHER, that the "trial period" wherein race days will be reduced shall be held on Week 1 up to Week 8 detailed as follows:

Week 1 – Jan. 24 to 29, Thursday Jan. 26 (NRD)

Week 2 – Jan. 31 to Feb. 5, Thursday Feb. 2 (NRD)

Week 3 – Feb. 7 to Feb. 12, Feb. 9 Thursday (NRD)

Week 4 – Feb. 14 to Feb. 19, Feb. 16 Thursday (NRD)

Week 5 – Mar 20 to Mar 25, Mar 22, Thursday (NRD)

Week 6 – Mar 27 to Apr 1, Mar 29, Thursday (NRD)

Week 7 – Apr 10 to Apr 15, Apr 12, Thursday (NRD)

Week 8 – Apr 17 to Apr 22, Apr 19, Thursday (NRD)

RESOLVED FURTHER, that the reduction of race days and races on a "trial period" will be the basis of race days and number of races beneficial to the industry;

RESOLVED FINALLY, that a copy of this resolution be furnished the racing clubs, the horseowners, and other concerned persons and entities and be published in the "Kopya" for their appropriate guidance and information.
