Excerpts from the minutes of the meeting of the Board of the Philippine Racing Commission (Philracom) held on the 4th of July 2012 at the 4th Floor Electra House Bldg., Esteban St., Makati City.

RESOLUTION NO. 39-12
SERIES OF 2012.

WHEREAS, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over all aspects of the conduct of horse racing including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes and the security of racing as provided for by Presidential Decree No. 420;

WHEREAS, included in the said mandate under PD 420 is the authority of the Philracom to formulate and implement handicapping system or policies that will promote more exciting, fair and balanced races;

WHEREAS, based on the data at hand, the recent racehorse population of Class Division 1 (CD1) is 130 or 11.4% of active runners and the same is subdivided into subgroups of CD1a, CD1b and CD1c which have another 165 (14.5%) of active runners;

WHEREAS, the said subgroups observe at present the One Win Go Up to Class Division 2 (CD2) rule which is a jump of several groups of better caliber of runners;

WHEREAS, the CD1 and its subgroups are the natural habitat of inferior caliber runners and have sufficient population to have a quorum required for every racing meet;

WHEREAS, while the reimplementation of the One Win rule in the CD1 and subgroups is a fast way of depopulating CD1a, CD1b, and CD1c of superior caliber horses so the natural residents of these subgroups will have a chance in revenue generation as well for their stable connections, the infirmity lies in the fact that a win by the occupants of CD1a, CD1b, CD1c will migrate them outright to CD2 and not on the next higher subgroup;

WHEREAS, horses under the subgroups will have to run at least three (3) unplaced finishes in a period of six (6) weeks in order to return to their natural groupings where they won;

WHEREAS, there is a need to address the present system by changing the Going Up to CD2 to "Going Up to the next higher subgroup" in case of win;

NOW THEREFORE, the Philracom Board of Commissioners has RESOLVED, as it does hereby RESOLVE, that the system of "Going Up to CD2" applied at present in the Class Division 1 and its subgroups be changed to "Going Up to the Next Higher Subgroup";

RESOLVED FURTHER, that horses under the subgroups will have to run at least three (3) unplaced finishes in a period of six (6) weeks in order to return to their natural groupings where they won;

RESOLVED FINALLY, that this Resolution be published in the Official Gazette and in the Kopya as well as be furnished the Racing Clubs as well as the Jockey's Association, the Trainer's Association and the Horseowners' Association for their proper guidance and information.
