Excerpts from the minutes of the meeting of the Board of the Philippine Racing Commission (Philracom) held on the 5th of September 2012 at the 4th Floor Electra House Bldg., Esteban St., Makati City.

RESOLUTION N1. 42-12
SERIES OF 2012

WHEREAS, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over all aspects of the conduct of horse racing including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes, and the security of racing as provided for by the Presidential Decree No. 420;

WHEREAS, the Philracom aims, among others, to improve the breed of Philippine horses and to prevent illegal importation of race horses (Section 3-C), PD 420);

WHEREAS, on July 18, 2012, the Philracom received a letter from Mr. Eric R. Tagle, President, MARHO, Mr. Antonio S. Eleazar, President, KDJM and Mr. Bienvenido c. Niles, Jr., President, Philtobo requesting that the retirement age of local racehorses be increased or extended by one (1) year from the current eleven (11) years old to twelve (12) years old and that of imported racehorses be increased or extended by one (1) year from the current seven (7) to eight (8) years old;

WHEREAS, the Philracom finds merit in the request of the horse owners for the increase or extension of the retirement age of local racehorses as the same is germane to the purposes of the law that created the Commission at this era of lack on enough number of runners;

WHEREAS, the increase or extension in the retirement age of imported horses will shorten their breeding career for which intention they were allowed to be imported into the Philippines because the best years of their productive life will be devoted to racing instead of breeding;

NOW THEREFORE, it BE RESOLVED, as it is hereby RESOLVED by the Philracom Board of Commissioners that the retirement age of local racehorses be increased or extended by one (1) year from the current eleven (11) years old to twelve (12) years old as the same is germane to the purposes of the law that created the Commission at this era of lack on enough number of runners;

RESOLVED FURTHER, that the request for the increase or extension in the retirement age of imported horses be denied as the same will shorten their breeding career for which intention they were allowed to be imported into the Philippines because the best years of their productive life will be devoted to racing instead of breeding;

RESOLVED FINALLY, that copies of this resolution be furnished the Klub Don Juan (KDJ), Metropolitan Association of Race Horse Owners (MARHO) and Philippine Thoroughbred Owners (Philtobo) for their information and guidance.
