RESOLUTION NO. 45 – 13
SERIES OF 2013

WHEREAS, per Board Resolution No. 22 – 13 Series of 2013 Monday races will be reviewed quarterly in terms of impact or optimization of its implementation.

WHEREAS, upon review by the Board of Commissioners of the impact of Monday races it was established that the same did not produce any significant improvement vis-à-vis the objectives of the Resolution No. 22 – 13 as basis of its implementation;

WHEREAS, the implementation of Monday races since August 12,2013 generated sales with net increase of ₱43.7M as compared to the same time frame in year 2012 reflecting only a 22% net contributions of sales as against the total generated sales of ₱198.5M for all twelve (12) Monday races;

WHEREAS, the Monday races resulted in spreading thin the available number of runners which established 145 race events had only 4 or 5 runners out of 701 races or roughly 21% or 1 out of 5 races had only 5 or less participants. This resulted in one-sided races and thus affecting the excitement and quality of races;

WHEREAS, the regular events of "Class Division Races" and "Handicap Races" landed 112 out of 530 or 21% races with more than 5 lengths win of the first placers. This kind of too far finishes of winners makes the races less exciting and thrilling;

WHEREAS, "6-days a week" racing disclosed that 5 out of 10 horses were eliminated on their third year and it can be concluded that "7 days a week" racing would further shorten the life of horses affecting the number of active runners needed to sustain racing events;

WHEREAS, Mondays will be made available as days where there are displaced by "force majeure"; traditional holidays or enacted no racing days;

NOW THEREFORE RESOLVED that Monday races be discontinued effective on 2 January 2014.

RESOLVED FURTHER that a racing club in order to maximize its marketing may apply to hold races on Monday provided that they shall all be special races with sponsors and prize incentives.
