JUDGES RESPONSIBILITIES AND DECISIONS
PR 56. BOARD
OF JUDGES – On every racing day, there shall be a
Board of Judges composed of a Chairman and two (2) members, all of whom shall
be appointed and whose compensation shall be paid by the Racing Club concerned,
from among those licensed by the PHILRACOM. In the event of the temporary
incapacity of any of its members, the PHILRACOM Chief Racing Officer, or any
other licensed judges shall fill in and assume the duties and
responsibilities of the same.
PR 57. DISQUALIFICATION
OF RACING JUDGES – Judges are disqualified from acting as
Stewards unless they are so separately licensed. They shall not also act as
Handicappers.

PR 58. DUTIES
OF THE BOARD OF JUDGES –
The Board of Judges shall:
A. DETERMINE
AND DECIDE – the
win (1st place), the place (2nd place), show (third place), the fourth place
horses, and subsequent places of other horses where such placing is
warranted. In every race, however,
the decision of the Board of Judges shall be subject to confirmation by the
Board of Stewards. It shall be
the duty of the Board of Judges to submit its decision to the Board of
Stewards in each and every race for confirmation. In the event that the Board of
Stewards disagrees with the findings of the Judges, the decision of the
former shall prevail. In every race however, the Decision of the
Board of Judges shall be final to be validated by the Board of Stewards.
B. DRESS CODE OF THE BOARD OF JUDGES - All Racing Officials in the Stewards’ Stand must be
properly attired at all times by wearing either barong tagalog, shirt and tie
or polo barong.

PR 59. DEAD-HEATS –
When horses run a dead-heat for first, or other place, the prize money awarded
in respect of each horse shall be an equal share of the total prize money
that would have been awarded in respect of the horses had they finished in
successive places and not dead-heated.
(a)
If the nominators of
the horse which run in a dead-heat cannot agree who of them is to have a cup
or other prize that cannot be divided, the question shall be determined by
lot by the Stewards, who, if it becomes necessary, shall also decide what sum
of money (if any) is to be paid by the nominator taking the cup or other
indivisible prize to the other nominator.
(b) Subject to the conditions of any
race, each horse that divides a prize for first place shall be deemed to be
the winner of a race worth the amount awarded in respect of the horse by way
of prize or money.
(c) The result of the race in a
dead heat can only be relied upon the judgment of the Board of Judges on the
actual arrival of the horses across the finish line and with aid of a photo
finish photograph and if inoperable,
a video footing and the final confirmation of the Board of Stewards.
The decision of the Board of Stewards
in declaring a dead heat shall be final and unappealable.
(d) In determining the winners, the
Board shall take into account the position of the noses of the horses at the
time they reach the finish line. If necessary, the photograph of the arrival
(photo finish) and if inoperable, a
video footing of the horses shall be consulted as an aid in
determining the results of the race. If the Board of Judges decides for a
photo finish and for any reason, no photograph is available the video footing will be used or
if the same is unclear, the Board shall declare a dead heat.
(e)
It shall be the duty of the Racing Club to take a
photograph (photo finish) and provide a video footing of the arrivals of the
horses from first to AT LEAST all
placers in case of exotic betting (Pentafecta, Superfecta etc.)
in each race. The video camera shall
be placed aligned with the photo patrol camera for accurate recording.
(f)
In case of deadheat for 1st place, horse will be
retained on its original group and will be given additional two (2) kilograms
handicap weight instead of going one (1) group higher.
