CHAPTER 13

 

HANDICAPPING

 

 

PR 60.    HANDICAPPING The handicapping of horses for races held in duly licensed Racing Clubs shall be prepared by the Club's official Handicappers subject to PHILRACOM'S approval.  For this purpose, each Racing Club must have at least one (1) licensed Handicapper.

 

PR 61.    SPECIAL HANDICAPPING COMMITTEE A Special Handicapping Committee, consisting of licensed representatives of the horseowners, trainers, and handicappers appointed by each Racing Club, and supervised by the PHILRACOM Handicappers, shall be allowed by the Commission. 

 

PR 62.    APPRENTICE HANDICAPPERS’ LICENSE / PERMIT The PHILRACOM shall not issue any license as Handicapper to any apprentice unless, he secures a certificate from the Handicappers concerned stating that he has undergone a period of apprenticeship of not less than one (1) year and that he is duly qualified to act as Handicapper.

 

PR 63.    ASSIGNING OF WEIGHTS BEFORE DECLARATION DURING INVITATIONAL / STAKES RACES It shall be the responsibility of the club handicapper to assign weights to all participating horses in all invitational/stakes races prior to the declaration of entries.  Failure to comply with this provision the Club Handicapper shall be penalized.
