CHAPTER 14
HORSES
PR 64. BARRIER, TRIALS AND JUMP-OUTS – All horses listed below must participate in unofficial barrier
practice jump outs over 400 meters (no time taken) every Monday or Thursday
morning after track work times.
Minimum or four (4) runners per jump-outs is required. His performance must satisfy the
starter to issue a clearance for him to start in an official race day barrier
trial. If he fails again, he is
to return to practice jump outs until cleared again by the starter. Each failure in official barrier
trial, the trainer will incur a levy of P200.00 each horse that
fails. No levy on practice jump
outs.

NON-APPEALABLE CASES
Further Ammendments:

A. VICIOUS HORSES
1.
Refused to be saddled;
2.
Refused to leave the starting
gate within 2 seconds;
3.
Refused to be loaded
within three (3) minutes;
4.
Hostile in the gate;
5.
Uncontrollable;
6.
Savage and poses
danger;
7.
The stewards will order
such test
8.
First jump out not
permitted within ten (10) days of suspension, no veterinary certificate is
required.
1st Offense – If non-placer, less one (1) kg. If handicap weight
is 52 kg., may go down on the next lower group
group after two (2) jumps out which must be submitted to
Philracom’s handicapping section.
2nd Offense – If non-placer less One (1) kg. Subject to two (2)
jump outs and one (1) official race day by barrier
trial. If handicap weight is 52 kg., may go down on the next lower
group after serving suspension
given by the Board
of Stewards plus two (2) jumps outs and one (1) official race day barrier
trial.
B. DISAPPOINTING RUN OR OUT
OF CONDITION
All horses
that race below their normal standard and usual pattern of racing or for
disappointing run will carry a minimum suspension of two (2) months or a
maximum of suspension of three (3) months.
C. FAIL TO PERFORM
Amendments by addition:
1.
Coming in 75 meters behind the third placer;
Horse coming seventy-five meters will not be required to undergo barrier
trial; after serving the thirty calendar days rest period, it may now
participate in a regular race.
2.
Sudden reversal of form;
3.
Scratched at barrier (except due to lameness) the
stewards will order such test, first jump out not permitted within twenty one
(21) days of suspension, veterinarian certificate required
D. LAME OR LIMPING
Each horse
listed under this heading will be suspended indefinitely. The stewards will order such test not
within 21 days of suspension, veterinary certificate is required. To state the horse is fit to contest a
jump out. Being successful in the practice jump out, a veterinary certificate
of fitness must be produced prior to the horse participating in a race day
barrier trial.
E. BLEEDERS (amended by Board Resolution dated January 13, 2004)
Horse who
suffer from epistaxis or nose bleed during a race or track work is
automatically barred from racing.
First Offence – Indefinite suspension with Vet
Clearance and one (1) barrier trials
Second Offence – Thirty
(30) days suspension with Vet Clearance and one (1) barrier trials
Third Offence – Thirty
(30) days suspension with Vet Clearance and two (2) barrier trials
PR 65. DESTRUCTION OF A HORSE –
In the event that a horse suffers a serious injury on the racetrack the Stewards
upon recommendation of the veterinarian may order the horse to be destroyed
to avoid further suffering. The
connections of the horse will be paged over the public address system failing
to respond to such paging the Stewards will order the horse to be destroyed.
PR 66. NOVATO HORSES –
That act or behave as horses listed as vicious will be prohibited from
participating in the novato race until they pass the necessary barrier jump
out requirements.
