CHAPTER 23

 

RACE CLUB REGULATIONS AND REQUIREMENTS

 

 

PR 137.      CLUBS LICENSE TO HOLD RACES Racing Clubs shall not be permitted to hold any race without first securing a license from the PHILRACOM and/or permit to hold the same.

 

A.     ALL RACING CLUBS AND OTHER ENTITIES – For failure to comply with the provisions of these rules and regulations or with the resolutions, orders or decisions of the PHILRACOM, a Racing Club or entity authorized to hold or to conduct races in the Philippines shall be punished by a fine and/or by the revocation or suspension of its license after due notice and hearing.

 

PR 138.      RACING CLUB’S RESPONSIBILITY It shall be the responsibility of the Racing Clubs to see to it that no unauthorized persons and stray animals are present on the track while a race is in progress.

 

PR 139.      CLUBS RULES AND REGULATIONS Racing Clubs shall promulgate their own internal rules and regulations provided that the same do not conflict with any law, decree, ordinance or these rules and regulations. Provided further, that they shall be submitted to the PHILRACOM for approval before enforcing them and provided that these rules and regulations should be published in a newspaper of general circulation.

 

PR 140.      CLUB SUPERINTENDENTS/SUPERVISORS Superintendents / Supervisors shall be Filipino Citizens, of legal age, of good moral character, with sufficient experience in the management of the sale of tickets and shall be duly registered and/or licensed by the Racing Manager with the PHILRACOM.

 

PR 141.      SUPERINTENDENT/SUPERVISORS’ ASSIGNMENT There shall be a Superintendent / Supervisor in each of the department for the sale of tickets for Pari-Mutuel, Daily Double, Forecast, Llave, Jackpot, Winner-Take-All, Quarter, and other betting scheme provided by the PHILRACOM in regular races and special racing events.   

 

PR 142.      CLOCKERS Clockers shall be a Filipino citizens, of legal age, of good moral character, with sufficient experience in the work of timing and running of racehorses, and have obtained from the PHILRACOM the corresponding license.

 

PR 143.      CLUB PHYSICIAN AND NURSE A Racing Club shall have at least one (1) Physician and one (1) Nurse duly authorized to practice their profession, registered with the PHILRACOM, and who shall have the following duties and functions:

 

PR 144.      RACE CALLER A Racing Club shall have at least one (1) Race Caller who is a Filipino citizen, of legal age, of good moral character, with sufficient experience as an announcer and has obtained from the PHILRACOM the  corresponding license.
