CHAPTER 3

 

STARTING

 

PR 8.       PARADE AND START OF THE RACE 

 

(a)   Every horse shall be in the mounting enclosure at the prescribed time and at the post ready to start at the time appointed

 

(b)     Every rider shall, unless excused by the Judge or the Stewards, both walk and canter his horse past the Judge’s box once at least before going to the post to start.

 

(c)    Thereafter, the gates shall be closed and the horses shall enter their assigned places without delay. A distinctive marker posted thirty (30) meters away from the starting apparatus shall indicate the boundary beyond which the participating horses cannot cross before the start of the race.

 

PR 9.       no rEQUEST FOR “last to enter THE STARTING GATE” shall be considered (Amended by Resolution dated March 22, 2002)

 

A.       No ear clamp is permitted to be used on a horse in the starting gate, excluding barrier trials.

 

B.       No grass is to be given to any horse while inside the starting gate, excluding barrier trials.

 

C.       No person is permitted to strike a horse leaving the starting gate (except its rider), excluding barrier trials.

 

D.       Blindfold is only to be used placing a horse into the barrier and has to be removed immediately.

 

PR 10.    MALFUNCTION OF THE AUTOMATIC STARTING APPARATUS If the automatic starting apparatus fails to function, the race shall be suspended temporarily for a reasonable and permissible period for repairs as determined by the PHILRACOM and the Board of Stewards.  However, if the necessary repairs will take considerable length of time in such a way that it will affect and disrupt the schedule of races for that day, the Board of Stewards with the approval of the PHILRACOM shall cancel the rest of the races for that day. If a gate fails to open or open ahead of the other stalls thereby causing a horse not to start at the same time as the other horses, all bets on said horse shall be refunded. A horse shall be declared a non-starter when its gate or its stall fails to open simultaneously with the other gates of the other stalls. The following guidelines shall be considered:

 

1.        Whenever a start is cancelled by the Board of Stewards, the PHILRACOM shall investigate the Racing Club concerned and if found guilty, the Club shall be penalized by a fine by the number of horse in the said race.

 

2.        If a horse breaks out of a gate which refused to open or opens late but still reaches the finish line ahead of the field - 1st position - it shall be declared a starter winner;

 

In the event said horse reaches the finish line any position other than first, said horse shall be declared as a non-starter, but, however, shall be entitled for the prize money if it placed in 2nd, 3rd, or 4th. For the purpose of betting, the next horse in the official arrival of entries, shall be considered instead; 

 

3.     If the horse breaks out of a gate which opens ahead and reaches the finish line, it shall be declared a non-starter regardless of the position and the prize of the horse if it wins or placed in the money (2nd, 3rd or 4th) shall not be given. In this case the              nomination and declaration fees shall not be refunded to the owner and that the corresponding riding fee shall not be paid to the jockey. The next horse in the official arrival of entries, shall be considered for betting purposes;

 

4.        The rule on handicapping shall prevail for both placers and non-placers as if it finished in the race and shall receive the corresponding weight addition or reduction;

 

5.        In a similar situation, as in coupled entries, above rules shall also apply to either of the two participants of the race.

 

However, this condition will not hold true for Sweepstakes and Stakes Races which has a different rule on this particular incident. If more than one stall in the starting gate fails to open, the race will be considered a draw and another regular start shall be conducted to continue the race.

 

6.     The Racing Club concerned shall be fined for every malfunction of the starting apparatus.

 

PR 11.    UNFAIR START If any horse was riderless at the time of a start was effected, or if a horse was denied a fair start and such occurrence materially prejudiced the chances of that horse, said horse shall be declared as a non-starter.  All bets on the said horse shall be refunded and corresponding dividends shall be paid.
