HORSETRAINERS

17. HORSE
TRAINER – A trainer
is one who is licensed to train horse/s for owner/s shall be the authorized
representative of the horseowner/s and who shall have the authority
to appeal before the PHILRACOM and the officials of the Racing Clubs.
A horse trainer who is appointed member of the
PHILRACOM Board must take a leave of absence during his term of office and
cannot participate in any official races. He shall also refrain from being present
in the Stewards Stand, Saddling Paddock, Jockeys Quarters and other similarly
restricted areas during races where an immediate family member is a
participant, either as owner, jockey or trainer. Likewise, he shall inhibit
himself from participating in Board deliberations and investigations
involving an immediate family member.

18. RESPONSIBILITY
OF A TRAINER –
A trainer shall be responsible for and will be penalized if he breaches any
of these rules.
(a) A
trainer is at all times responsible for the administration and conduct or his
or her stable.
(b) A
trainer is at all times responsible for the care, control and supervision of
the horses including the required submission of Coggins Test Certificate
before registration of the horses in his or her stable. (Amended By Board Resolution dated May
30, 2003)
(c) The
declaration of the horse/s under his trainership as qualified fit to
participate in the races;
(d) His
physical presence during the drawing of lots to determine final entries,
whenever his horse is entered to take part in any race.
(e) Reporting
the approved standard equipment and medications (lasix, bute etc.) to be used
by the horse under his trainership;
(f) The
trainer should be present in the racetrack at least two (2) races before his
horse runs and at the paddock, to supervise the saddling of his entry/ies in
any given race, giving such instructions as maybe necessary to assure the
best performance of his horse/s.
(g) If
a trainer is unable to attend a race meeting while horses being trained by
him or her are running at such meeting, he or she must delegate his or her
stable foreman or another licensed person specifically approved by the
Stewards to be responsible for the presentation of his or her horses at that
meeting.
(h) Such
trainer must notify to the Stewards of the meeting in writing and as soon as
practicable prior to the meeting, the name of the person to whom he or she
has delegated this responsibility.
(i) The
person to whom responsibility is delegated does not have the authority to
further delegate such responsibility.
(j) The
delegation of responsibility to another person by a trainer for horses which
are running at a meeting does not relieve him or her of the responsibility
and liability for the care, control, management and supervision of those
horses at that meeting.
(k) While
being ridden every horse shall be properly bridled and saddled.
(l) While
being led outside the confines of any stable premises every horse shall have
a bit in its mouth, which bit shall be attached to a lead.
(m) The
trainer must submit the vaccination record of horses under his trainership
duly noted by a PHILRACOM Veterinarian within seven (7) days from date of
vaccination.
(n) The
trainer must submit to the PHILRACOM any other clearances and certifications
that may be required.
(o) The
trainer or other person in-charge of a horse shall report to the Stewards in
writing as soon as practicable and in any event no later than one (1) hour
before the advertised starting time of a race of any condition which may
affect the running of their horse in a race or any change of normal riding
instructions.
(p) Should
anything which might have any bearing on the past or the future running of
the horse come to the notice of the trainer after the horse has left the
course, it must be reported as soon as practicable to the Stewards. (Amended
by Resolution dated July 26, 2002)
(q) Trainers
of participating horses being brought to the track by grooms not duly
registered with the PHILRACOM;
(r) Trainers
of participating horses being brought to the track by grooms not in proper
uniform;
(s) A
trainer whose license is suspended due to the violation of the above provisions
shall not be allowed to practice their professions and shall be prohibited in
the premises of the Racing Clubs during the time of their suspension.
(t) For
failure to bring his horse to the paddock two (2) races before the scheduled
race without justifiable reasons shall be penalized;
(u) For
failure to report to the Board of Stewards before the race any defect of his
horse, within his knowledge, which may affect its performance in the race;
(v) For
not being present or without any authorized representative in the drawing of
lots;
(w) For
failure to appear before the Board of Stewards, or for not being present in
the racetrack, if he has a horse participating in the races despite three (3)
summons;
(x) For
failure to run his horse declared for a race, without justifiable cause as
determined by the Board of Stewards and without notifying the latter at least
four (4) races before the scheduled race, the trainer and his horse shall be
penalized.
