CHAPTER 7

 

EXERCISE RIDERS, GROOMS AND OTHER LICENSEES

 

 

PR 42.        EXERCISE RIDERS Exercise riders are those who, not being jockey or apprentice student jockeys, devote themselves to exercising a racehorse on the track of racing clubs.

 

PR 43.        PERMIT TO EXERCISE OR GALLOP A HORSE No person shall be allowed to exercise, work or gallop a racehorse on the tracks of racing clubs unless he secures the permit as an exercise rider and/or student jockey from the PHILRACOM which shall be granted only upon the favorable recommendations of the Trainers’ Association and the Jockeys’ Association.

 

If the person exercising a racehorse is already a licensed jockey or apprentice jockey, no further permit shall be required. A jockey or apprentice jockey under suspension may devote himself to exercising racehorses unless for serious reasons the PHILRACOM determines otherwise.

 

PR 44.        GROOMS A groom is a person who tends and devotes himself to the care of racehorse and shall be registered as such with PHILRACOM. A horse should be allowed two (2) grooms only.

 

A.     The behavior and conduct of the grooms designated by the horseowner or trainer to bring the horse to and from the racetrack during racing days shall be their responsibility.

 

B.       All grooms bringing horses inside the racetrack during racing days shall also wear the registered racing color of the horse concerned.  He is prohibited to wear bandana and to smoke from the time they get into the club with their horses.

 

              DRESS CODE

 

CORRESPONDING PENALTIES FOR VIOLATION OF DRESS CODE

 

               1st   Offense   -     Fine  P500.00

               2nd Offense   -             P1,000.00

               3rd  Offense   -             P1,000.00 plus suspension of license for one (1) month

               4th   Offense   -             P1,000.00 plus suspension of license for three (3) months

       5th   Offense   -             Revocation of License

 

PR 45.        GROOM’S HELPERS A person who likewise tends and devotes himself to the care of racehorses as an assistant to the groom is a Groom’s Helper. He shall likewise be licensed/registered with   the Philracom.

 

a.     Duly licensed grooms who failed to present their license  and/or ID while bringing participating horses to the racetrack shall be penalized.

 

b.     Duly licensed grooms helper who failed to present their licenses and /or ID while assisting the grooms in bringing participating horses to the race track shall be penalized.
