CLERK OF SCALES

 

 

PR 46.    CLERK OF SCALES A Racing Club shall have at least two (2) Clerks of Scales who shall have the following duties and functions:

 

1.     To take, read and record before and immediately after the race, the weight of each jockey who participated therein, and to report to the Board of Stewards the results of the same, including the names of the jockeys who have been declared to ride in the race but who have not been weighed;

 

2.     To observe the following procedure in the weighing of jockeys:

 

a.     jockeys participating in the races  shall be weighed one hour before his first ride;

 

b.     in the weigh-out (before the race) the clerk shall weigh the jockeys with their riding pants, boots and racing colors, excluding the whip and helmets;

 

c.     in the weigh-in (after the race) the clerk shall weigh again all the jockeys with their riding paraphernalia (horse shoes, helmet and whip excluded), and they shall not leave the weighing machine or scales       until their weights are verified;

 

d.     the clerks shall also weigh the jockeys at any other time when required to do so by the PHILRACOM or the Board of Stewards;

 

HELMET AND WHIP IN THE WEIGH-IN AND WEIGH-OUT OF JOCKEYS In the weigh-in and weigh-out of jockeys, the HELMET, the WHIP, and the NUMBER CLOTH shall be EXCLUDED regardless of the prescribed handicap weight. The weight allowance of  1.5 kgs. shall be strictly observed.  (October 13,2000)

 

 

3.    To report to the Board of Stewards any discrepancy in the weight of the Jockey as follows:

NOTE:  EXCEPT WHEN WET AND MUDDY CONDITIONS PREVAIL

 

4.     In weighing back in for having less weight than the rider weigh-out with the horse shall be disqualified from the race and the rider may be punished provided the rider may have the option to weigh with the bridle or be allowed one-half (0.50) kgs. by the Clerk of Scales.

 

a.     Placed First                                             

 

b.     Placed Second to Fourth positions and in exotic placings

 

c.     Unplaced Runners:

 

(1)   Less than 1.0 kg.

       

(2)     1.1 to 1.5 kgs.

                                           

(3)   1.6 to 2.0 kgs.             

 

(4)   Over 2.0 kgs.              

5.     In weighing back in for having more weight than the rider weigh-out with taking in wet conditions into consideration.

 

a.     For finishing Second to Last positions:

 

(1)   Less than 1.0 kg.        

 

(2)   1.1 to 1.5 kgs.             

 

(3)   1.6 to 2.0 kgs.             

 

(4)   Over 2.0 kgs.
