MICROCHIPPING OF FOALS WILL BE FULLY SUBSIDIZED

 BY THE PHILIPPINE RACING COMMISSION

FOR THE FIRST 1,500 MICROCHIPS

          For the benefit of horse owners and to facilitate the introduction of the Microchip Program, the Commission will fully subsidize the first 1,500 microchips.  These will cover microchipping of foals born in 2005, 2006 and 2007 based on the previous announcement on Microchip Implantation schedule as follows:

          The foals should be concurrently applied for DNA Typing and Parentage Validation Program to avail of the free Microchip Implantation. Horse owners are required to fill-up and file the Application for Microchip Implantation Form (PHILRACOM/SBAP Form No. 7b) to properly schedule their foals.

USE OF COLD BRAND AS THE ONLY BRANDING TECHNIQUE AND PROHIBITING

FIRE BRANDING OF HORSES IN COMPLIANCE WITH REPUBLIC ACT 8485 OTHERWISE

KNOWN AS THE ANIMAL WELFARE ACT OF 1998

 Pursuant to Board Resolution dated October 17, 2006, the Philippine Racing Commission, in due consideration of the welfare of horses and in compliance with RA 8485, will promote the use of cold/freeze brand as the only technique to be used to brand horses in the Philippines that are applied for registration either for breeding or racing, starting for produce or foals of 2006.

 

The adoption of cold/freeze branding as the only technique is in conformity with the Implementing Rules and Regulations of the Animal Welfare Act of 1998, as stated in Department of Agriculture Administrative Order No. 15, Series of 2001 Section 3.5, “Branding shall be done in efforts to reduce the pain”.

IMPLEMENTATION OF DNA TYPING AND PARENTAGE  VALIDATION (DNAT/PV) PROGRAM

TO     :                 ALL CONCERNED

As previously announced last November 16, 2006, the implementation of the DNA Typing and Parentage Validation (DNAT-PV) Program shall commence to gradually replace the current Blood Typing and Parentage Validation (BT-PV) Program. The program will now include all  foals of 2005 that are already or will be applied for parentage validation and are not yet scheduled for sample collection provided that their reported dams and stallions are also applied for DNAT-PV Program. The parents then should undergo first the  DNA Typing before the foals .

 

This will reduce the overlapping of testing when the time comes (in case of the above–mentioned foals born in 2005), should the foals are also retired to become breeding stocks. All racehorses that have been blood typed or parentage validated before should undergo the DNAT-PV Program when they are applied as broodmares or stallions.

IMPLEMENTING RULES FOR DNA TYPING AND PARENTAGE

VALIDATION (DNAT/PV) PROGRAM

 

To      :               ALL RACEHORSE OWNERS AND BREEDERS

 

Pursuant to  Board Resolution dated October 17, 2006, the Philippine Racing Commission adopted the following Implementing Rules and Regulations for DNA TYPING AND PARENTAGE VALIDATION (DNAT/PV) PROGRAM: 

 

1.        As a condition of entry into a 'Thoroughbred' Stud Book by IABRW (International Agreement on Breeding, Racing and Wagering) and a major ISBC (International Stud Book Committee) requirement for international approval of a Stud Book; a policy of Horse Identification through DNA Typing and Parentage Validation shall be adopted by the Stud Book authority of the Philippines (SBAP) for all horses prior to their inclusion in the Philippine Stud Book (official records).

 

2.The DNA Typing and Parentage Validation Program will be implemented to gradually replace the current Blood typing and Parentage Validation Program of the SBAP which would involve the following:

 

a) TRANSITION PERIOD / INITIAL PHASE – DNA Typing of all existing Breeding Animals (bloodstock) that have been registered with the SBAP to include:

- All local bred Stallions and Broodmares that are registered with the SBAP and that are eligible for inclusion in the PSB. Breeders/Owners of eligible horses shall be informed by the SBAP.

- All imported horses that are registered with the SBAP for purposes of breeding (Stallions and Broodmares)

 

b) REGULAR PERIOD/ ROUTINE IMPLEMENTATION PHASE - After such period determined by the SBA of the Phils., when more than half the existing breeding population of horses that are eligible for inclusion in the PSB; and, concurrent with the implementation of the revised/amended rules of the SBA of the Phils., DNA Typing and/or Parentage Validation Regulations shall take effect and compulsory testing shall be a routine requirement during the registration procedure for all horses that are eligible for inclusion in the Stud Book (PSB) official records; to include:

- All eligible Foals that are registered with the SBA of the Phils. during the Foal Registration process (Starting Foals born in 2006 and other foals qualified for DNA Typing).

- All other eligible horses that are registered with the SBA of the Phils. for the purpose of breeding (Stallion and/or Broodmare Registration process).

 

3.        All existing registered  Stallions born in the Philippines must undergo DNA Typing.

 

4.        Unless otherwise decided by the ISBC, the SBA of the Phils. reserves the exclusive right to determine which horses are eligible for inclusion into the PSB official records based on the compliance with the DNAT/PV Rules and Regulations; and, is the proper authority to accept/reject any horses in the PSB. Such may only be appealable for final decision to the ISBC.

 

5.        During the Transition Period/Initial Phase of the DNAT/PV program, the SBA of the Phils. shall make every effort to inform breeders/owners which horses must undergo DNA Typing.

 

6.        It shall be the responsibility of the breeder/owner to submit an application for Inspection and DNA Typing together with the corresponding fees (P2,900.00) with the SBA of the Phils.

 

7.        The application for Inspection and DNA Typing is also a contract of agreement

 

8.              The SBA of the Phils. shall advise the breeder/owner/his representative when his horse/s have been scheduled for inspection and hair sampling/collection; during which the breeder/owner/his representative must make the necessary preparations and arrangements for the SBA Veterinarian's visit. Horse breeders/ owners are required to have their foals properly branded on or before 1 year old before inspection and sample collection. All foals born starting in 2006 shall be required to undergo the DNA Program. All eligible foals more than 18 months old that are not applied on the scheduled date will incur penalty (P2,000.00).

 

9.              Collection of hair samples from the mane or tail will be done in the presence of the owner or his representative as all identifying marks (including foaling date, coat color, sex, dam and sire) will be taken.

 

a.         Using a clean mane comb, the veterinarian (collector) shall isolate approximately 50 hairs from the mane at the base of the neck (a small grouping of hair approximately the diameter of a pencil).

b.         The collector shall pull the mane close to neck and pull quickly so the roots are included in the sample. (DO NOT CUT THE HAIR WITH SCISSORS). It is best to obtain samples while the mane (or tail) is completely dry and free of moisture. THE ROOT BULBS SHOULD NOT BE TOUCHED.

c.         The hair sample must include the hair roots. The genetic material for testing is located in the roots of the hair shaft making it imperative the roots of the hair shaft are included with the sample.

d.         The hair will be twisted slightly and taped on the portion of the sample form/kit provided by the Laboratory (Print out with barcodes).

e.         The sample kit will be folded in half as indicated in the form with the hair inside.

f.          The sample will be placed into an envelope with the details of the horse. The envelope should not be sealed with tape or staple shut.

g.         Each individual envelope with the sample from different horses will be packed and sent to the DNA Laboratory for analysis.

 

9.        Upon completion of the Inspection and Hair Sampling process, the SBA Vet shall issue the Owner/Breeder/his representative a copy of the Identification Cert. and DNA Sampling Form which must be presented to the SBA of the Phils., after testing has been completed and/or the horse qualifies as an offspring of its claimed parents, in order that the Certificate of Registration for the said horse may be issued showing the fact that it had been DNA Typed/PV.

 

10. All eligible foals must be parentage validated before they are finally accepted into the PSB official records.

 

11.    All eligible Foals whose analysis of the DNA Typing result has shown that the declared sire and dam cannot be excluded as the parents, the SBA of the Phils. shall issue a Cert. of Foal Reg'n with the fact that the foal has qualified based on PV and/or has been DNA Typed and these foals shall be recorded in the PSB under their dams with the entry 'Produce Accepted.'

 

12.      During the Regular Period/Routine Implementation Phase of the DNAT/PV program, returns cannot be accepted from a stallion/ broodmare which has not been DNA typed or previously blood typed. During such period as shall be determined by the SBAP said stallions/broodmares which have not been applied for DNA Typing shall be dropped out or excluded from the PSB official records.

 

13.         DNA Typing/ Parentage Validation results will be included on the passport, registration and export certificate.

NEW CLASSIFICATION OF HORSES

                Please be informed that effective immediately, the following will be the new classification of horses:

 

 

                a.             FILLY                      - shall refer to a female horse under four years of age 

                b.             MARE                      - shall refer to a female horse four years old or older  

                c.             COLT                      - shall refer to an entire horse under four years of age

                d.             HORSE                    - shall refer to a male horse four (4) year old and above

                e.             GELDED                  - male horses with both testicles removed

 

 

                Henceforth, the above classifications shall be used in all applicable transactions, official records, and racing    

          programs.

           code for all jockeys, trainers, assistant trainers and grooms:

 

                a.             TRAINERS                      -        Light Blue, Polo Barong with PRHTAI patch

                b.             ASSISTANT TRAINERS  -        Light Gray, Polo Barong with PRHTI patch

                c.             FOR SPA HOLDER         -        White, Polo Barong

                d.             GROOMS                        -        rubber boots, buttoned up racing colors, no

                                                                                bandana, no cigarette from the time they get

                                                                                into the premises of the Club with their horses

                d.             JOCKEYS                      -         Smart casual when inside the Club premises

 

                CORRESPONDING PENALTIES FOR VIOLATIONS OF THE ABOVE:

 

                1st Offense             -               P500.00

                2nd Offense            -               P1,000.00

                3rd Offense            -               P1,000.00 plus suspension of license for one month

                4th Offense             -               P1,000 plus suspension of license for three months

                5th Offense             -               REVOCATION OF LICENSE

 

                Please take note that this rule absolutely applies to the above persons and without exception.

 

AMENDMENT TO PR 16,. FOUL RIDING OF THE

HORSE RACING RULES AND REGULATIONS

 

            T O              :               ALL CONCERNED

 

                Please be informed that the Philracom Board, in its meeting held April 25, 2006, after due deliberation, decided to 

            amend the provision of PR. 16 FOUL RIDING which will now read as follows:

 

                NEW RULE:

 

                                 PR. 16 FOUL RIDING - if a rider strikes, pushes, holds or detains another horse or its rider in a manner prejudicing another entry or its rider, so to interfere with that horses or its chance of success or causes the unseating of a rider will be suspended for a period of four weeks to twenty six racing weeks (4 to 26 racing weeks) along with any person found to be a party to the offense. On the other hand, the horse will not suffer any penalty.

 

                OLD RULE:

 

                                PR. 16 FOUL RIDING - if a rider strikes, pushes, hold or detains another                 horse or its rider in a manner prejudicing another entry or its rider, so to interfere with that horses or chance of success or causes the unseating of a rider will be punished along with any person found to be a party to the offense, the horse will suffer no penalty. (PR 16 carries a penalty of 12 to 26 weeks suspension).

 

                                This rule takes effect immediately.
